The purpose of the event was to familiarize participants with external financing processes
The Aeronautics Command (COMAER), through the Aeronautics Secretariat of Economy, Finance and Administration (SEFA) and the Aeronautics Directorate of Economy and Finance (DIREF), held the Workshop on External Credit Operations at the Aeronautics Command, in Brasília (DF), on Tuesday (12/09). The purpose of the event was to update managers and familiarize other sectors of the Public Administration with the processes for structuring and managing External Credit Operations (OCE) at COMAER.
The Secretary of SEFA, Air Brigadier General Ricardo Augusto Fonseca Neubert, highlighted the importance of this activity within the Air Force Command. “We seek external funding not just to buy, but to develop. When we talk about development, we’re referring to long-term projects, many of which last more than ten, fifteen or twenty years. One example is the KC-390 Millennium, a project that has a large part of its resources earmarked for the development phase,” he said.
Among other presentations, the Head of the Strategic Partnerships Section of the Air Force General Staff (EMAER), Lieutenant Colonel Diógenes Lima Neto, spoke about the negotiating aspects of credit operations and reaffirmed the importance of the event for the Armed Forces. “Major defense and Brazilian Air Force projects are financed or obtained through external financing, so it is essential that we are up to date on the rules that guide the processes,” he said.
At the end, the Director of Economics and Finance of the Air Force, Major General Edson Fernando da Costa Guimarães, highlighted the relevance of the event and thanked the participants for their presence. “I would like to thank everyone for attending and I hope that this workshop has been a small seed of change for new actions,” he concluded.
Also present were members of the Ministry of Defense (MD); the Ministry of Planning and Budget (MPO); the Brazilian Navy (MB), the Brazilian Army (EB); the Attorney General’s Office for the National Treasury (PGFN), the National Treasury Secretariat (STN), the Central Bank of Brazil (BACEN); as well as representatives from the Air Force General Staff (EMAER), the Combat Aircraft Program Coordinating Committee (COPAC) and the Air Force Command’s Deputy Legal Counsel (COJAER).
