Brasília (DF) – Associations and federations from the industrial and defense sector met on Wednesday (25) at the 13th edition of the Defense Industry Forum (FID) to analyze the instruments and regulations aimed at strengthening the Defense Industrial Base (BID). In Brasilia (DF), at the headquarters of the Higher Defense School (ESD), representatives of the public and private sectors presented contributions to Law No. 12.598/2012, as well as to the functioning of the Joint Defense Industry Commission (CMID).
The Secretary General of the Ministry of Defense (MD), Luiz Henrique Pochyly da Costa, stressed that the debate will contribute to the analysis and improvement of the normative acts and instruments presented. “The Forum is part of a series of steps that are being taken to set up a working group to examine the effectiveness of Law 12.598 and the decree that regulated it, and whether it has in fact contributed to strengthening the IDB,” he said.
At the event, topics were discussed on the criteria for classifying Strategic Defense Products (SDP), the process for processing and approving the Special Bidding Term (TLE), as well as a presentation of Law No. 12.598/2012, which deals with special rules for purchasing, contracting and developing defense products and systems, and provides incentive rules for the strategic area of the segment, and opinion panels.
Representatives of the organizations present at the event presented contributions for each of the three instruments discussed. On a new occasion, the suggestions will be considered in a working group and then at the CMID’s deliberative meeting, to be held in November.
Defense Industrial Base – In addition to promoting technology and innovation, the sector currently accounts for around 5% of the Gross Domestic Product (GDP) and generates 2.9 million direct and indirect jobs.
FID – This is a thematic subcommittee of an advisory nature, made up of representatives from the public and private sectors, with the aim of advising the CMID and promoting the exchange of information and experiences between the sector’s business community and representatives of government bodies.
