Brasilia (DF) – Every year, hundreds of officers exercising the function of command of military organizations of the Brazilian Army are transferred from their unit, at the end of their designated period of command, in a process known within the Force as “movement. In order for new military personnel to assume command of these units, the previous commander is exonerated. The removal of the commander and the movement are processes that are very typical of the Armed Forces and occur with defined periodicity. The replacement of commanders ensures the correct flow of military personnel in the units in which they are needed. Understand how the commanders of military organizations are selected and, after serving their time in office, are dismissed.

Phases

The commanders of the Brazilian Army’s military organizations are chosen in a process divided into several stages. First, a broad universe of officers is defined to allow for the selection. In the preparatory phase, the General Department of Personnel (DGP), the Force body responsible for various aspects of the institution’s human resources, gathers all the necessary data for the choices to be made. In the later phase, called “decisory,” the process is finalized by the Army Commander’s Office and, in certain cases, by the DGP itself. The selection process takes into account the needs of the force itself, the evaluation of merit, the profile and competencies of each soldier, and also the reconciliation of all this with the candidate’s own interest in assuming command.

The replacement of commanders is based on criteria and regulations that have as objectives, besides guaranteeing the correct allocation of military personnel, to provide national experience to the chosen officers – a necessity for the preparation of the Army officer – and, also, to help the transferred military and his family to reorganize their lives, whether at the beginning of the command or at the end.

Flow

According to the Army’s current Regulations for Personnel Movements, the minimum tenure of a military officer as unit commander is normally two years. Once this period is over, the officers are dismissed in an administrative order signed by the Army Commander, assume new positions within the Force, and the position is vacated so that other officers can assume the commands – allowing the rotation foreseen for the units and giving other military personnel the opportunity to gain territorial experience. The act that makes the commander’s resignation official must occur in advance so that the serviceman and his family can better deal with the consequences of a move – such as school transfers and residential moves. The appointment and dismissal of commanders of the Army’s military organizations are routine procedures and follow the regular planning of the institution, which foresees a periodic rotation of these functions.
