Rio de Janeiro (RJ) – A new thematic area – Science, Technology and Innovation for Defense, Development and National Security – has been launched on the Praia Vermelha Military Observatory Portal. The area is dedicated to holistic analysis of scientific-technological issues and their implications for Army doctrine. Discussions are expected to address issues that are essential to Brazil’s economic growth, social development, sovereignty, security and defense.

Launched on April 19, Army Day, the initiative is the result of integration between the Military Engineering Institute (IME) and the Army Command and General Staff School (ECEME), which is responsible for the Observatory. The partnership between the schools has been intensifying since 2012, with the creation of the Meira Mattos Institute and the master’s and doctoral programs in Military Sciences at ECEME. Since the creation of the Praia Vermelha Military Observatory in 2017, new possibilities for cooperation have been established, with an emphasis on the Strategic Communication of the Brazilian Army and the dissemination of the Defense mentality in Brazilian society.

The launch of the new thematic area was marked by the publication of five opinion articles. The analyses were produced by Army General Achilles Furlan Neto, Head of the Science and Technology Department; Army General Richard Fernandez Nunes, Chief of Staff of the Army; Division General Military Engineer Armando Morado Ferreira, Head of Teaching, Research, Development and Innovation at the DCT; Division General Military Engineer Juraci Ferreira Galdino, Commander and Rector of the Military Engineering Institute; and Brigadier General Mario Eduardo Moura Sassone, Commander of ECEME.

In his article, General Furlan foresees a promising future for innovation processes based on the integration of these traditional higher education establishments. General Richard’s article discusses the creation and trajectory of the Praia Vermelha Military Observatory, as well as the importance of IME’s contribution to this endeavor, highlighting that despite its few years of existence, it already has an invaluable legacy for the Army and the country. For his part, General Sassone gives a brief account of the importance of recent and future efforts to bring the two institutions closer together.

In addition, General Armando presents thought-provoking reflections on the technological future of armored combat vehicles in the light of the current situation and technological trends. Finally, General Galdino analyzes a seminal concept, which he calls the duality of technological duality. His article seeks to understand the geopolitics of knowledge and its implications for countries that have experienced a late industrialization process, such as Brazil.
