DIRAP, by Lieutenant Paraguassú and Lieutenant Marize Torres

The Directorate of Personnel Administration (DIRAP) promoted, in its auditorium, from 25 to 28/04, the First Identification System Week of the Air Force Command (COMAER). The objective of the activity was to align and standardize the procedures of the identification routine, through lectures, training and operational procedures. The event opening had the presence of the Director of Personnel Administration, Air Major Brigadier Luiz Guilherme da Silva Magarão, and the Deputy Director of Military Personnel, Air Brigadier Jorge Maurício Motta.

The Director, Air Major Brigadier Magarão, in his words that started the meeting, commented on some historical facts about the origin of the identification in Brazil and in the Air Force. “The identification, initially, was done by anthropometry and, in 1901, there was an event in Uruguay, where Félix Pacheco had contact with an innovation: the datiloscopy (fingerprint). We are in the vanguard as a Force, because a little after the creation of the Ministry of Aeronautics, the Directorate of Personnel, in 1946, started to have its own identity”, he expressed.

 The General Officer also added that the activities such as the Identification Week are of great relevance, because “they allow the standardization of procedures and encourage initiatives for a faster service to the Aeronautics Family, without neglecting to prioritize the quality of the service provided”.

The event, a hybrid format (in person and online), was coordinated by the Subdirectory of Military Personnel, through the DIRAP’s Identification Division (DID). The lectures provided discussions on topics relevant to the Personnel Identification System of the Air Force Command (SIDENT), allowing the military of the 26 Sections of Military Organization Identification (SIDOMs), from all over the country, a space for sharing ideas, maintaining operational knowledge, formulation of proposals for improvements, exchange of experiences and articulation of standards within the Air Force.

During the meetings, lectures were given with the following themes: “The Evolution of Identification in the Air Force”, by Lieutenant Colonel Paulo Miguel de Oliveira; “The Identification Service of the Army: Yesterday, Today and Tomorrow,” by the Coordinator of the Biometric Identification Course at the Brazilian Army Specialized Instruction School (EsIE) General Administration Lieutenant Flávio Lisboa da Fonseca; “The Identification Process of the Félix Pacheco Institute,” by the advisors of the Department of Traffic of Rio de Janeiro (DETRAN-RJ) Silvana Ludgero de Almeida and Gleice Kelly Andrade de almeida; and “The Contribution of Technology in the Identification Process”, by the Instructor of the Course of Datiloscopist Identifier (C-Esp-ID) of the Identification Service of the Brazilian Navy, Sergeant of Hydrography and Navigation Otávio Werkhaizer Bomfim.

The Week also included theoretical and practical training, such as procedures for the Monthly Accountability (PCM) and activities in the Computer Lab of the Aeronautics Computer Center in Rio de Janeiro (CCA-RJ).

Before the opening of the 1st COMAER Identification System Week, an exhibit on “The History of Aeronautics Identification” was displayed. The exhibition was a celebration of more than 75 years of identification in the Brazilian Air Force. At the site, 15 panels were arranged, which explained a timeline and reported the History of Identification.
