Contribute to the Strategic Projects of the Naval Force in the next few years, designing the first Brazilian conventionally armed submarine with nuclear propulsion (SCPN) and also participating in the development of the Patrol Vessel Acquisition Program (PRONAPA).
These will be the immediate challenges of the Naval Systems Projects Center (CPSN), the new Military Organization of the Brazilian Navy inaugurated this Friday, December 9, at the Itaguaí Naval Complex (CNI), in the state of Rio de Janeiro.
The new Naval Force Project Center will act in an integrated manner in the development of naval projects in a single national engineering center, taking advantage of the structure and highly specialized professionals that previously belonged to the Submarine Development Center (CDSub) and the Ship Design Center (CPN), military organizations extinct with the creation of the CPSN.
This decision by the Navy will allow the centralization of the development of engineering projects for new ships and submarines that will be manufactured in the coming years, taking advantage of the capacity and integration of the Rio de Janeiro Navy Arsenal (AMRJ) and the CNI, one of the most modern industrial complexes in the country.
During the CPSN Activation Show Ceremony, with the presence of the Navy Commander, Fleet Admiral Almir Garnier Santos and members of the Admiralty, Rear-Admiral (Naval Engineer) Rogério Corrêa Borges assumed the direction of the new Military Organization, which will be subordinated to the Navy’s Directorate-General of Nuclear and Technological Development.

Why did the Navy decide to create the Naval Systems Project Center?
In the permanent search for the improvement of its management processes, aiming at the preparation of a modern, balanced Navy, the Naval Administration has been applying continuous effort to review its organizational structure in order to readjust it to a more modern, efficient and less costly management.
In this context, it identified the opportunity to create a center of excellence for the development of naval projects, taking advantage of the remarkable human capital available at the Center for the Development of Submarines (CDSub) and the Center for Ship Projects (CPN), organizations with similar tasks.
Thus, the CPSN was created with highly qualified personnel, coming from the two OM of origin, capitalizing on the knowledge and expertise already acquired, optimizing costs for the preservation and improvement of this technical capacity and making its use in various naval projects more flexible.
What are the main challenges of the new Military Organization?
The CPSN will begin its trajectory with challenges to be overcome, among them, the immediate integration of the technical project teams from CDSub and CPN, concentrating the knowledge acquired by both institutions throughout their history and adopting a unified work methodology.
Continuously, the establishment of technological and/or industrial partnerships with shipbuilding companies, inserted in the business models defined by the Naval Administration, will be treated in order to guarantee the participation of this Project Center in strategic programs of construction of surface means, among them, for example, the 500-ton patrol vessel.
Furthermore, the CPSN will continue the detailing project for the SCPN, with emphasis on the elaboration of the construction and industrialization specifications necessary for the construction of the qualification section of its resistant hull, as well as the preliminary section, starting in 2023.
