20TH EDITION OF THE LARGEST FORUM ON INTERNATIONAL SECURITY IN LATIN AMERICA STARTS THIS THURSDAY AT THE MUSEUM OF TOMORROW AND WILL BE BROADCASTED LIVE ONLINE FOR FREE

With two consecutive days of debates, the XX Forte International Security Conference, the largest forum on international security in Latin America, begins this Thursday, 1, at the Museum of Tomorrow in Rio. Completing 20 years, the already traditional event in the national calendar brings together authorities, diplomats, representatives of the armed forces and academics from Latin America and Europe with the aim of stimulating the debate for a fair and peaceful international order and to ensure peace. The initiative is from the Konrad Adenauer Foundation (KAS-Brazil), in partnership with the Brazilian Center for International Relations (CEBRI) and support from the Delegation of the European Union in Brazil.

In a hybrid format – with face-to-face discussions and online broadcasting in real time and simultaneous translation in Portuguese, Spanish, English, German and LIBRAS – the Conference brings the theme “The Changing Global Order: Facing the Perfect Storm”. The public will be welcomed by Anja Czymmeck, Director of the Konrad Adenauer Foundation (KAS) in Brazil; José Pio Borges, President of the Curator Council of the Brazilian Center for International Relations (CEBRI) and Ignacio Ybáñez – Ambassador of the Delegation of the European Union in Brazil.

Next, in the opening panel, at 9:15, the Minister of Defense of Uruguay, Javier García Duchini; the Secretary of Multilateral Political Affairs of the Brazilian Ministry of Foreign Affairs, Ambassador Carlos Márcio Cozendey; the Assistant Secretary-General and Political Director of the European External Action Service, Enrique Mora; and the President of the German Federal Intelligence Service, Bruno Kahl, will debate the intensifying rivalries between the great global powers in the panel “What role for Latin America and Europe in the changing Global Order?” Mediation is by Leila Sterenberg, journalist specialized in international politics.

At 10:45am, the panel “International Organizations in the face of the perfect storm: the long road to global peace” will bring together Belén Martínez Carbonell, Managing Director of the Global Agenda and Multilateral Relations of the European External Action Service; Benedetta Berti, Head of Policy Planning in the Office of NATO’s Secretary General; Amena Yassine, Advisor to the Minister of State of Foreign Affairs of Brazil; as well as Feliciano de Sá Guimarães, Academic Director of the Brazilian Center for International Relations (CEBRI), who will moderate the meeting. The debate will raise issues such as the ways to recover international organizations in face of the current loss of efficiency of multilateral institutions, responsible for the good functioning and stability of the international system.

At noon, in “Global Economy and strategic partnerships in times of war”, the last panel of the day, participants will address the impacts of the conflict between Russia and Ukraine for the global economy and how, even in a system marked by high economic interdependence, it was not possible to avoid a war in the heart of Eurasia. Another topic will be the relevance of the Mercosur-European Union agreement in this scenario. Veronique Lorenzo, Head of the South America Division of the European External Action Service; Henning Speck, National Security Advisor to the CDU/CSU Parliamentary Group in the German Bundestag are the panelists and the moderator is Roberto Jaguaribe, Ambassador of Brazil in Germany and Advisor to CEBRI.

On Friday 2 at 9:05am, the conversation revolves around Artificial Intelligence, a topic that has been gaining prominence in recent months. Miriam Wimmer, Director of the National Data Protection Authority; Serap Güler, MP and Member of the Defense Committee of the CDU/CSU Parliamentary Group in the German Bundestag, and Juha Heikkilä, Advisor for Artificial Intelligence at the Directorate-General for Communication Networks, Content and Technologies of the European Commission, will be on the panel “The Changing Global Order in the Age of Artificial Intelligence: Challenges and Prospects. Antônio Jorge Ramalho, professor at the University of Brasília (UnB) and expert in International Security and National Defense, will mediate.

Emerging issues such as democratic recession and authoritarian resurgence, with the emergence of new forms of nationalism even in consolidated democracies, will be the focus of the panel “Systemic Rivalry: autocracies versus democracies in international security? Former Ambassador and Minister of Finance, Rubens Ricupero; the Vice-President of the Subcommittee on Security and Defense of the European Parliament, Rasa Juknevičienė; and Senior Researcher at the Institute of Social Sciences of the University of Lisbon, Andrés Malamud, are the speakers, and moderation is by Professor at the University of the Armed Forces of Germany, Carlo Masala.
