On Thursday (23/01), the Fifth Regional Air Command (V COMAR) handed over command from Air Lieutenant General Vincent Dang to Air Brigadier General Eduardo Miguel Soares. The military ceremony took place at Canoas Air Base (BACO) and was attended by the Commander of the Air Force, Air Brigadier Marcelo Kanitz Damasceno, who was received by the Commander of Preparedness, Air Brigadier Raimundo Nogueira Lopes Neto; as well as other General Officers of the FAB High Command, civil and military authorities from the Brazilian Navy, the Brazilian Army and Auxiliary Forces from the Southern Region.

“Today we celebrate Lieutenant General Dang’s legacy of dedication and leadership at the head of V COMAR, whose tireless work has been fundamental to strengthening the operability and integration of our Forces. His strategic vision and commitment to excellence have left an indelible mark, and for this we express our deepest gratitude. At the same time, we welcome Brigadier Miguel, with full confidence in his ability to lead this Command with the same vigor and competence. May his tenure be marked by achievements that further elevate the name of the Brazilian Air Force and ensure the fulfillment of our mission on behalf of the nation. We wish you both success in this new phase of your brilliant careers,” said Lieutenant-Brigadier Nogueira, presiding over the ceremony.

In his farewell speech, Lieutenant General Dang emphasized the importance of operational readiness and improving the FAB’s capabilities in the region. Under his leadership, V COMAR strengthened its operations, contributing significantly to national security and supporting local communities in various operations, such as the activities carried out during Operation Taquari II, in aid of the population of Rio Grande do Sul who suffered from the heavy floods in 2024.

“I am especially grateful for our participation in Operation Taquari II, helping the people of Rio Grande do Sul to cope with the devastating floods that hit the region. In these times of adversity, we witnessed the FAB’s ability to mobilize resources and talents for the well-being of our fellow citizens. As I leave this command, I take with me not only memorable memories, but also the recognition of the tireless work of our military and civilian personnel who made every achievement possible and overcame every challenge with exemplary determination and professionalism,” he said.

As the new commander, Brigadier Miguel, takes on the responsibility of leading V COMAR, he wants to maintain the legacy of efficiency and preparation. “It is with great humility and commitment that I assume command of the Fifth Regional Air Command today, with a sense of honor at having been appointed, great pride at being here and very good expectations,” he said.

New Commander

Born in the state of Rio de Janeiro, Brigadier Miguel joined the Brazilian Air Force on February 1, 1986 and was promoted to his current rank on March 31, 2021. The new commander is recognized for his extensive academic and operational training. He completed all the necessary career courses and excelled in important additional courses, including the Maritime Policy and Strategy Course at the Naval War College, the Superior Defense Course at the War College, and earned a doctorate in Naval Sciences from the Naval War College.

His operational courses include the Air Tactics Course, the Troop Transport Pilot Course, the Inspector Pilot Course of the Special Flight Inspection Group (GEIV), the Advanced Management Internship for the Prevention of Aeronautical Accidents at the Center for Investigation and Prevention of Aeronautical Accidents (CENIPA), and Airspace Systems Inspection Pilot/Technician International by the U.S. Department of Transportation.

Throughout his career, Brigadier Miguel has held a number of strategic positions, including Head of the Instruction Subsection of the Second Air Transport Squadron, Head of the Instruction Subsection of the 1st/2nd Transportation Group, Head of the Planning and Control Section of GEIV, Head of the Strategic Planning Section of the Department of Airspace Control (DECEA), Head of DECEA’s Standards Subdivision, Head of DECEA’s Coordination and Control Division, Commander of GEIV, Commander of the Integrated Center for Air Defense and Air Traffic Control III (CINDACTA III), as well as having been Brazil’s Defense and Aeronautical Attaché in Ecuador, among others. With more than 3,000 hours of flight time, Brigadier Miguel has accumulated significant experience on a variety of aircraft, including the T-25 Universal, T-27 Tucano, C-95 A/B/C, EU-93 – HS125, and IU-93A – Hawker 800.

V COMAR

V COMAR has jurisdiction over all the military organizations of the Brazilian Air Force in the states of Paraná, Santa Catarina and Rio Grande do Sul, including Canoas Air Base (BACO), Santa Maria Air Base (BASM), Florianópolis Air Base (BAFL) and the Second Integrated Air Defense and Air Traffic Control Center (CINDACTA II).
