The Forte de Copacabana Conference starts on June 30th and debates transnational threats such as wars and cyber-attacks. The event brings together representatives from multilateral organizations, governments, armed forces, academia and the private sector to discuss joint solutions for security and defense
The Covid-19 pandemic, followed by the Russian invasion of Ukraine in February of this year, has triggered the urgency of a greater mobilization of the international community for cooperation and joint tackling of security and defense issues. On rare occasions in recent history has it been so necessary to address global security. It is against this background that the Konrad Adenauer Foundation (KAS Brazil), the Brazilian Center for International Relations (CEBRI) and the Delegation of the European Union in Brazil are holding the XIX International Security Conference at Fort Copacabana on June 30 and July 1. Due to health security protocols, the event will be virtual and free of charge, with live broadcasting from Rio de Janeiro.
The Forte de Copacabana Conference is the largest forum on international security in Latin America. This year, discussions will be centered around the theme “Threats without borders: are we able to deal with the challenges?” In view of possible solutions to global security issues that go beyond national borders are climate change and energy crisis, water and food security, the Covid-19 pandemic, and the challenges of artificial intelligence and cyber warfare. The event will have simultaneous translation in Portuguese, Spanish, English, German, and Brazilian Sign Language (Libras).

On June 30th, among others, will participate Ignacio Ybañez, ambassador of the European Union in Brazil; Raul Jungmann, former Minister of Defense of Brazil and president of the Sovereignty and Climate Institute; and Christoph Heusgen, ambassador and president of the Munich Conference, advisor for foreign policy issues of former German Chancellor Angela Merkel.
The second day of the event, July 1st, will feature, among others, Rafael Zavala, representative in Brazil of the Food and Agriculture Organization of the United Nations (FAO) talking about water and food security; the physician and public health expert from Fiocruz Margareth Dalcolmo, dealing with threats arising from the Covid-19 pandemic; and Helen Popp, representative of the Security and Defense Policy Division of the European External Action Service and a leading expert on cyber security. In addition to them, representatives from the embassies of Germany, France and Canada, the OECD, the Brazilian Armed Forces, Europe, and the Halifax International Security Forum will actively participate in the event.
